Glenn A. Parno, Esquire

Glenn A. Parno, partner of Capozzi Adler, P.C., focuses on environmental and energy law, Marcellus Shale oil and gas issues, white collar criminal defense, government investigations, corporate risk management, and regulatory compliance. As an experienced litigator, Mr. Parno is comfortable handling the most complex state and federal issues from the investigative stage through trial.

Positions and Accomplishments

 During his 25-year career, Mr. Parno has been responsible for handling the Commonwealth’s most complex and high-profile environmental cases. Serving as Chief Deputy for the Pennsylvania Attorney General's Environmental Crimes Section for 13 years, Mr. Parno conducted numerous grand jury investigations and prosecutions of Fortune 500 companies, including ExxonMobil’s illegal discharge of 50,000 gallons of fracking waste water at a Marcellus shale gas well site in Williamsport; Merck & Company’s unpermitted discharge of cyanide into the Wissahickon Creek in suburban Philadelphia; and a Norfolk Southern train derailment and massive hazardous waste spill in upstate Pennsylvania.  Mr. Parno led the grand jury investigation of the Quecreek Mine flood that trapped nine coal miners in western Pennsylvania, and drafted the Grand Jury Report that resulted in significant changes to Pennsylvania’s coal mining laws.  Additionally, Mr. Parno investigated and prosecuted a diversity of white collar crimes involving corrupt organizations, money laundering, insurance and health care fraud, corporate malfeasance, employee theft, and public corruption.  Mr. Parno was cross-designated as a Special United States Attorney for the Western District of Pennsylvania and worked closely with the Federal Bureau of Investigation and the Environmental Protection Agency on major environmental investigations. 

As the Compliance Coordinator for the Pennsylvania Department of Environmental Protection’s Bureau of Oil and Gas Management, Mr. Parno developed an expertise in Marcellus Shale related regulatory compliance and enforcement issues. He was responsible for drafting the Department’s response to the Auditor General’s Special Performance Audit, as well as the most recent version of the statewide Oil and Gas Compliance and Enforcement Policy.

As an Assistant District Attorney for Bucks County, Mr. Parno tried dozens of felony and misdemeanor cases, handled grand jury matters, and successfully argued appeals before the Superior Court of Pennsylvania. 


Mr. Parno earned his law degree at Temple University.  Mr. Parno also graduated cum laude from Ursinus College with a Bachelor of Arts degree in English.
