Daniel K. Natirboff, Esquire

Daniel K. Natirboff, Esq. started with our firm at its inception in 1997. Now a partner at Capozzi Adler, P.C., he is the chair of the Litigation Department which, at any time, handles over 500 Administrative Appeals and Civil Actions. Since the founding of the firm, Natirboff has successfully resolved over 1,000 Medicaid and Medicare reimbursement appeals on behalf of our clients. He also focuses his practice on Medicaid licensure, certification, and bed transfers. Natirboff's other experience includes employment with the PA Liquor Control Board and the United States Department of State at the American Embassy in Moscow.

Natirboff earned his law degree at Widener University and also obtained a B.A. in Political Science at the University of Michigan. Because Natirboff grew up in a Foreign Service family, he has lived in France, Sudan, Kenya, Egypt, and the Soviet Union. He has also taught English in Taipei, Taiwan.

Positions and Accomplishments
Natirboff has participated in the Dauphin County Pro Bono Program and the Federal Pro Bono Attorney Program for the Middle District of Pennsylvania where he has represented indigent litigants in State and Federal Court including Federal Jury trials. He came to our firm from the Pennsylvania Department of Public Welfare where he was employed as an Attorney Hearing Officer conducting formal hearings and drafting adjudications in the area of Medical Assistance. 

Natirboff is admitted to practice before Pennsylvania State Courts, the United States District Court for the Middle and Western Districts of Pennsylvania, and the Third Circuit Court of Appeals. Having authored articles on legal issues relevant to nursing home providers, he has been published in Nursing Home Trade Association publications nationally, including the Pennsylvania Association of Non-Profit Homes for the Aging's (PANPHA) legal briefs. With his expertise in long-term care issues, Natirboff frequently speaks at seminars focused on that topic.

Natirboff is a member of the Dauphin County Bar Association, the Pennsylvania Bar Association, and Business Member in PANPHA/Leading Age. He has served on the PA Bar Association Health Law Committee, the PA Association of Home Health Agency's Finance Committee, the PHCA Government Funding Relations Committee, the Payment for Services Committee, and, most recently, the Legal Advisory Committee.
